Ist wahrscheinlich n Haufen Verwaltungsaufwand. Und wie sich das berechnet bei einer Flatrate müsste man auch besprechen. Hm.
Läuft wohl wieder darauf hinaus, dass grundlegende Infrastruktur vom Staat bereitgestellt werden sollte.
