Contrary to Vance’s claim, applicants were not limited to Black farmers; Any farmer who had experienced discrimination by the US Department of Agriculture—including based on sexual orientation or gender identity, religion, age, or disability—was eligible to apply.

That's awesome. So it's potentially available to non-whites, women, gays, trans-folk, atheists et al., and the disabled. But if you are a stereotypical cis-het white guy you're out. I can see why Republicans would be pissed. I hope it makes them seethe uncontrollably.
