Des weiteren wird über die Komplexität eines solchen Vorhabens berichtet, die mit dem Bau einer Bundesstraße verglichen wird (möglichst kreuzungsfreie, gerade und ebene Strecke, nur halt weniger breit), und entsprechende Probleme von Anwohnern.

You might be thinking of the constructive vote of no confidence, which is a different mechanism that allows parliament to elect a new chancellor.
