Was ich mich hier (sehr naiv) frage ist, warum Staaten da nicht auf den Tisch hauen und sagen "ja gut, dann eben keine Kooperation mehr" . Dass Eskalieren (z.B. durch zurücksticheln) keine gute Lösung ist verstehe ich, aber wieso toleriert man solches Verhalten?

Would it be possible? Probably, but do you really want to convince Billions of people worldwide to regularly buy and use tests, masks and to distance where possible for a few years? To be fair, our evolutionary roots were pretty poor teachers. Nature is teeming with animals that will move from place to place, leaving litter and feces everywhere for some other life-form to clean it up. It just so happens that when this practice becomes unsustainable (e.g. due to shrinking habitats, competition, lack of resources or overpopulation), these populations die out or migrate elsewhere.
