You would get the intended effect, but layering multiple coats of varnish risks making the whole thing a little cloudy and obscuring details. If you really wanted to do this I would hand paint both matt and glossy areas. But I also think that messing with sheen doesn't look very nice. I like to matt varnish everything.

It will be fine. I always lean on the safe side and let the spray varnish sit on the mini for at least a day before painting on the gloss.
Yep, I just threw caution to the wind and it seemed to work out (waited about a day on the matte to dry though). It was really just for adding a bit of luster to some elements I wanted to stand out a bit more and it seems to work well.
