Yeah, translating "size of their contribution" to a dollar amount is going to be inherently political. If they're leaving it open ended to let projects figure it out then that could go poorly...

I don't see where Engels says Administration is "central planning". It certainly seemed to have been an open question for Marx when he talks romantically of the Paris Communes.

Frankly I find this view disregards the differing material conditions that are present. Social Democrats are left of what the Americas have now, just like Capitalism was to the left of having a Monarchy. Your take is a-historical, anti-materialist, and thus anti-marxist.
