Yes, but these cables won't do that anyway. You'll get 5V and maybe 1.6A if you're lucky. They're good for charging a flashlight.

Don't care. I used Chrome for a long time, moving away from it now because of the poor design decisions lately. At this point even if Google reverted the changes and put out a press release that said "we fucked up and won't ever do it again" I wouldn't believe it or trust them.
