I'd go with the itch. In the 1 out of 1 cases I know of where someone had chronic hiccups, they ended up going to jail for murder.

The itch would bother me more, but the hiccups would bother other people more. I'm not sure which I would choose.

The itch would be impossible to prove and I'd just be seen as a grumpy asshole, at least the hiccups can be understood

I get chiggers at my camp about every weekend in the summer, no matter how much bug spray. One itch would be a relief.

Scratching an itch feels good even when it doesn’t actually go away. I’ll take that over hiccups since they’re nothing but downside.
