The two songs that I remember being awestruck by were:
Gerudo should fr be a desert nation's anthem
Gerudo should be every nation's anthem.
Not a city, but I always thought the Morrowind theme could work as a national anthem.
Another song that stands out in this regard is the "Temple of Tyr" song from Neverwinter Nights
I always loved the Dark World theme from A Link to the Past. It has a triumphant feel, could work as an anthem!
I just replayed ALttP again using the Randomizer mod where it changes the location of all the items while making sure the game can be completed. The score of that game is incredible.
Mute City.
Would make a banger anthem, no lyrics either.
Mute City is amazing but Big Blue is just so good.
Big Blue isn't a town.
Was thinking Aeropolis as a contender.
Oh yeah, it wouldn't fit the prompt but it's a banger of a song is all.
My first thought was you could probably set national anthem type lyrics to the classic Kakariko Village theme from LttP or OoT.
My next thought was there tend to be two kinds of national anthems, the ones that are weirdly "our fields and trees are great" like the Australian national anthem, or "We'll stab all your blood out" like the French anthem.
My third thought was wait, both of those phrases fit into the Kakariko Village theme:
Our fields and trees are great with hills and grass and lakes We'll stab all your blood out stab and stab and stab
