I photographed this specifically, because I'd never seen this kinda thing in Germany, definitely not with a 100 currency units prize, or at night, or on a street. (This is Nashville, ftr.)
The bar on these is loose so that it rolls, which makes hanging significantly harder. If you do one hand in the opposite direction of the other, you can mitigate this effect, but most places prohibit you from doing it.
Most people probably couldn't hang 120 seconds on a regular bar, let alone a free-spinning one.
That makes sense. It would be way too easy otherwise.
I've seen one of those at a renaissance fare a couple years back. You had to pay 10,- to try, but only had to hang for 100seconds to win 100,-
I barely passed and so did the guy who came before me (he was first in line). When I came back there 2h later they had changed it to 120 seconds (:
