I’ve had this issue ever since I got one of the latest model a year ago. Need to reset it like once a month.
A factory reset didn’t fix it :/
And I have another Apple TV 4K which is one generation old that’s never had the problem.

We bought the new remote because we thought we could use two remotes simultaneously, which turned out to be poor documentation.
Same issue
The firmware on the remote was supposed to update after updating the AppleTV. I guess the update didn’t fix it. Pressing TV and volume down for a few seconds restarts the remote which usually fixes it for a while.
Does your amp support CEC? If so, you could make sure it is turned on for both ATV and the amp and just use the “HDMI” setting in the ATV settings.
Also, just to confirm—in the ATV’s remote>volume control settings, do you have it set to control the receiver via IR?
The amplifier is not connected via HDMI and does not support CEC.
The ATV is configured to use IR to control the amplifier.
I’ve noticed this happens when I click volume up or down repeatedly a lot of times in rapid succession instead of just holding the button down. It hasn’t happened to me since I’ve tried to be conscientious about it, but ymmv.
