It's been a while since we've had any spacecraft on the moon but maybe they're thinking ahead.

Lunar power in the headline drew me in. I thought - I need lunar panels now?

What do you mean? Just in the past year-and-a-bit, we've had Chandrayaan-3, SLIM, Nova-C, and Chang'e 6.
