Love me some Sumatra, the biggest benefit to me is using it as the PDF previewer engine in windows explorer. 10x faster than the built in or adobe previewer. Takes a little work to do but since I'm frequently scanning through PDFs it was worth the effort.

My go-to for the last 7 years at the very least. It's great, and incredibly fast in opening/rendering documents.
What’s a good FOSS PDF editor?
It depends what kind of edits you're aiming for and what your setup is.
I have opted to go all-in and run Stirling pdf, which is a server solution and then you can do a shitload of things via web browser.
If quick and dirty is fine than inkscape is a surprise candidate - although it's aimed at vector graphics editing you can easily create overlays for PDFs as well.
Firefox
It might not be the most feature rich but you can draw and insert text
If you just need reading, Chrome and Firefox already have it built in. Presumably you have one of those on your systems.

Been using this for years. Highly recommended if you want a lightweight pdf reader. It's bare bones and that is both a curse and a blessing.
The main benefit for me is that it is user friendly. Saves a lot of time trying to support users
