It is an ad disguised as a meme.
guy in interrogation room. sometimes they give you snacks in interrogation in order to maintain friendly relations.
joke is that the guy got a whole meal instead of just a small snack or soda so he must be really spilling some tea.
It looks more like a classroom setting with the teacher eating a whole menu during an exam for spite. The blackboard (green thing) and the eraser looks like that.
That makes sense except, is this really an interrogation room? They have blackboards in there?
I've seen loads of rooms like this on The First 48. The blackboards could be useful for the interviewee to draw what happened.

interrogation rooms tend to be pretty funky and ad hoc so i wouldn’t doubt it
I might have got the joke if it were obvious it was an interrogation room.
i’m sure the construction company who designed the room had the readability of this meme in mind when putting pen to paper :P
