I don't get it. It's Canada and weed is legal. Are they just openly saying they're trying to entrap law abiding citizens?

What is ACAB? Also, weed is legal, unless you are driving. Just like beer is legal, unless you are driving. Being behind a steering wheel while being intoxicated is illegal is every country I thought?
