Would also recommend Odyssey right now. It's like 10€ on Steam. Don't get it for the on-foot content (there are better shooters out there) - get it for the community. Basically 90% of players are on the odyssey servers.

Aren't Horizons players instanced with Odyssey players now, so long as they're running the Live/4.0 version of the client?

No. Horizons4.X and Odyssey4.X affect the same galaxy, but cannot instance or join wings
