The Pirate Bay is on the open web.
So I guess it's perfectly okay to pirate Microsoft software.
And if torrents don't count, I guarantee you that there are public websites with direct downloads of pirated Microsoft software that have yet to be taken down.
Microsoft never cared about piracy. They even legalised all Windows 7 installations which migrated to Windows 10 and they host a 3rd party activator for all of their products. They only do crackdowns on pirated software in corporate setting and on sellers of pirates copies. Sharing copies for free is fine with them. You can also download their software for free from microsoft.com and new activation rules mean that their software will work forever without activation.
They host MAS/(Microsoft Activation Scripts) because they tell users to download and run it if an activation error occurs.
