the [rail]card cannot be used for fares below £12 between 04:00 and 10:00, Monday to Friday. The rule does not apply in July and August

Who even comes up with these rules.

This is for trains... My guess is that it's for 20-30 year olds that commute by rail

Well that's bullshit because I've been using rail card for taking a train that costs £9 without it.

Come at me Northern Rail, that is if you can get a train to run to where I am, you useless fucks!
