Makes sense, there's overlap between what they can do, and what they struggle with...
So there's 2/3rds they just can't do... All of which they struggle with... But there's some stuff they CAN DO, and they struggle with... And then there's 1/4 they can do without struggle.
The problem is "the other" in the headline which makes it clear that your guess is not the case.
