Belgorod and Kurak are different provinces/states but beside eachother. I think Ukraine planned this as a smash and run. As Kursk has a major pipeline control and if they destroyed it Russia could not move oil from the east. But we're surprised by there success and kept pushing. But grain of salt as it's just a theory.
From what I've read the degree of partisan support they've received outstripped their expectations. Russia's lack of effective response has been a surprise, as has been the willingness of the populace to either help or at least not get in the way.
This event has been a total failure of Russian intelligence and a complete success for Ukrainian intelligence. And I want to emphasize. Ukraine does not share credit for this intelligence success. The degree of trust and cohesion throughout its military apparatus has by just been shown to be the strongest in the world. There was no talk of Ukraine invading the oblasts to their north until it had already happened
