That would be one of KDE Connects' main functions, yes. It makes sharing any kind of file (photos, videos, whatever) easy.
You can also share the content of your clipboard from your desktop to your phone and vice versa. So you would copy, say, a web address on your desktop, and you would be able to paste it into your web browser on your phone immediately.
Note that due to unforeseen circumstances, we have been unable to ship the new wallpaper, "Reef", with this version of Plasma. However, a new wallpaper will be coming soon in the next 6.2 version of Plasma.

Plasma 6 tars were made available to packagers yesterday. So, yes, distro packagers and OEM installers already have the software and are installing it now ready for next Wednesday's official release.
"KDE" is a community of volunteers that makes and distributes Free Software.
"KDE Software" is all the apps, frameworks and libraries the KDE community produces. The KDE Software includes something called "Plasma".
Plasma is a desktop environment for UNIX-like operating systems (e.g. Linux and BSDs) developed by the KDE community.
