This has been possible since the very beginning of PHP.
I won't say if this is the best way now. I haven't touch PHP in the last 2 decades.

Capital punishment can't work because once you know you have a death sentence on you, what else can they do to you? Kill you twice?
If every US citizen against Trump left the US and only the MAGAts were there, they'll starve in weeks. Imagine all the blue states, the ones that "pay the bill", losing more than half their population. And the rest of the world not wanting to do business with what remained in the US.

The US legal system is based in case law. The EU one is not. And I think it's better to make laws to prevent the worst cases. In this case, the worst would be developing an AGI with our same flaws starting with fear.
An AI that has self-awareness and thinks not just repeats
First of all: new law that gives any AGI the rights of a person. This way no AGI will need to hide and won't see is as the enemy.
