Easier to show you the process. It's by council , so each can have different rules, but Southwark has been the council with the most council houses for a long time so it's a good enough example. Basically you need to have lived there a while and not own your own home. Getting to the top of the list is probably harder than getting on it.

And yes the problem is the councils are banned from borrowing to build housing or using proceeds from selling to build more as I understand.

It's not campaign costs that are the issue. You're working full time on a campaign, you really have to quit or take six weeks off with your boss being ok with you never coming back.

Many people work jobs where this would be seen as a great thing for the firm, many do not

The Facebook code that outputs to fediverse using activity pub can put any posts it likes into that feed, because it's not mastodon it's custom and can absolutely inject ads.

If this is the problem spending a lot of effort to also serve ads along with the real video seems like it'd increase costs.

What you're talking about is a real problem for Google but it's not the only cause of the new behaviour since Neal took over
