This could, of course, depend on the rules! But one way might be to say "When this post is X hours/days old, and has a positive score, it goes into effect." The proposer could then edit their post to reflect that.

I feel like just a positive score might be a bit to easy as an ignored post will still have one like from the poster
A two point lead could be set as minimum or a minimal number of 2 votes (e.g. in both cases 1 0 would not be accepted but the first would reject a 2 1 vote while the second would not)
An alternative would be to limit the rules than can be submitted for voting to 1 post every x min.
I like the minimal number of 2 votes version best. But maybe that's an interesting question for every single game to agree upon first?
Maybe there's even a possibility to stop voting?

That sounds like it could easily be automated by bot. It just has to comment the total votes after the voting period.
That would definitely be the best. If the bot repeats the message once when it is first posted and adds the result later, that would also stop people from editing the prompt
