"I'm a massive idiot" is a defence strategy one could deploy (and one I'm keeping in my back pocket just in case) but it may not be a good one.
Strictly speaking in most countries, it isnt. But an argument can be made that "the vast majority wouldnt be aware that this was against the law" Prosecutors can always elect not to file any charges or lay fines, the courts can always elect to be lenient and not impose any penalty especially when theres any lack of intent or harm. If she had knocked someone down riding it, that would be a different story.
The law will not reference ridable electric suitcases specifically but "motorised ridable vehicles caipable of speeds in excess of 10km/h or with a rated power of more than 500W" (for example) to prevent people from saying "Its not a motorcycle officer, you can clearly see its a suitcase"
Glad to see that there aren't any trolls here as of yet spreading misinformation about Japan

Some Japanese internet users had discovered the repellent for these 50 cent armies, by randomly inserting the words "Tienanmen Square Massacre" in the replies, and Chinese will delete their comments or never come back, since they were afraid that the communist supervisors don't want them to get involved with its dark truth (the massacre apparently "didn't happen" in its official history), and might terminate them from the jobs...
Not sure if it works with Arabic numerals "64", but various people trolling these shills report that just posting "六四" for June 4th, the day of the Tienanmen Square Massacre is enough to send them running.
I read the link, I still don't see the relevance to a post about a Japanese woman arrested for driving a suitcase. It's not the kind of topic to attract trolls. We sometimes get some Hexbear shenanigans in political posts but you can't bang that in every thread unless you are going to claim this is Magic Elephant Dust.
It absolutely is racist to both think the phrase "Tiananmen square massacre" is some magic to keep the Chinese away and to bring it up on a post about something that happened in Japan to a Japanese person by the Japanese government.
And I don't hate the Chinese people, I hate its government and the shit it does to them and would absolutely like the government to go away
