The Ratchet Effect isn't quite true. It isn't just the Democrats following in the Republican's footsteps, the Democrats are also pushing the Republicans further right. Harris is going right on border policy (such as massive border patrol expansions and demonizing immigrants), and Trump is trying to go even further right than her so he can keep his voterbase. He doesn't have any real positions other than trying to be more right wing.
