Does anyone know who the artist of this comic is? It reminds me of some of Hergé's early work.

It's from "Bringing Up Father" by George McManus. It ran 1913-2000. I don't know the date of this panel.

The dude on the left got rich by winning the lottery, so I wonder if the panel is edited.
