In addition, later Prime Minister Marcel Cholacu said that Romania has no opportunity to shoot down Russian drones over Ukraine because it "has no permission to do so".

Permission? Who would Romania need permission from to guard their territory? Maybe something is lost in translation

Romanian government, Ukraine, NATO

Shooting down Russian drones in Ukrainian airspace is a serious escalation. The drones are in Romanian airspace for mere seconds.

Also Romania needs all the allies it can get. So it will not piss off its NATO allies.

Maybe they are refering to shot them down from Ukraine or Russian airspace?
