Now that I think about it; Ferdinant is probably writing down his part of the Grutrissheit for Roz, and I suppose that the Fey Paper makes it possible to "upgrade" her part.

Ferdinand knows nothing about Rozemyne having the remaining two thirds. I think his fey paper copy is meant to help the royals keep the country running a little bit longer until they get their own, plus it's a bargaining chip.
Though Rozemyne could probably absorb its knowledge with a quick copy/paste...
Oh yes that was worded oddly, but I just had a feeling that it‘d end up beeing for Rozemyne, even if that wasn’t his intention initially.
