It's said a bit differtly where i come from but the jist is the same. "In tempi di guerra, ogni buco è trincea" Sfortunatamente non so scirvere il mio dialetto.

The closest English phrase that I can think of is "any port in a storm". I wonder why we don't have a war-based one...
