Unsuprisingly it all boils down to the last paragrah of the Article:

One of the programs that has been defunded by the trump admin at my work was a program giving academics with families the opportunity to collaborate to make progress on research projects— something that becomes harder with kids especially if your collaborators are in other countries. We essentially reserve some spots in local schools so we can provide childcare (or else we pay for a caretaker to watch them back home).
