I'm wondering how safe this thing is for other people around it. I wouldn't want to be near that Swasticar when that panel will catch the wind and fly away.

Is that a cyberstuck? I don't think they're even for sale in most of Europe because inherently unsafe. Getting one registered is near impossible (of course fanbois will disagree & point to a few examples you can count on the fingers of one hand).
