Could very well be targeted at premeditated offences, where team and driver evaluate what's cheaper. Not breaking the rules and not gaining a certain advantage β or breaking the rules, gaining an advantage and paying a (small) fine, as the the advantage is worth more than the penalty costs.
This equation changes a lot with a 1m Euros maximum fine and maybe prevents decisions to break rules.
