He was so good at being a general, brilliant on the battle field. But I haven't really heard good things about the other aspects of ruling like economic policy or infrastructure.

Napoleon enforced freedom of religion and emancipated the Protestants and Jews of France and in countries under his sway. He set up formal representative bodies that they could elect to interface with the government and settle matters of religious law.

Before the reforms, preaching in a protestant church was a capital offense.
