Except every Soviet was eventually dominated by one political party, with no competition against it allowed. That's a far cry from "everyone just elects the best representative for their region no parties"

No, because not every soviet was in the USSR. And it doesn't change that OPs idea is literally soviets https://en.wikipedia.org/wiki/Soviet_(council)

Oh, sorry, I could've added an addendum to my comment.

I'm quite aware of the other council based systems that cropped up (most familiar with Mahkno) and the attempts to reform the soviet system (most familiar with Kronstadt) but all of those died, so there's not much point in mentioning them. I also don't see the point of saying "it's just like soviets" when that version of the Soviets has only existed for at most a year or two, or completely only in theory.
