For now, it's still legal. But since you can't sue the government if/when you get hurt (or killed), and they've already said that "for your safety" to not ride a bike on those streets when the bike lanes are gone, you have a no-win situation.
Plus, people in cars are now emboldened to abuse cyclists, since the boss said it was ok.
