I really want to just go put something under the wheels but I've never talked to these people.

Update edit: thank you for all the replies. I went over and knocked but no answer. It's definitely not chocked. If I see them come home I'll go back over. I'm worried as soon as the weight shifts loading it that it will just go down the hill.

Yeah. There are plenty of kids around here. I decided I needed to at least try to say something when I noticed some kids rollerblading in the street.

It's easy enough to throw a block of wood or something under the tire. They probably just aren't thinking about it.

I work on my own car and I'm always paranoid about it shifting or rolling while I'm under it, so I double up on jack stands / wheel chocks / floor jack wherever I can.
