We need to build another highway so one can be closed for plowing while the other stays open for service.

Even better would be to build another highway on top of the existing highway so that one highway never needs snow clearing!

Honestly highway driving with snow becomes "plowed sections are the lanes", I don't care how many the highway is supposed to have, if only 1 is plowed that's the lane
