That is unfair statement against feline, take Manul for example, not being domesticated mean they're not going to be sill-
Ok never mind all feline is silly.
I mean, they're still killing machines. Cats can absolutely decimate a local ecosystem if they are allowed to breed out of control. Which is why it's so important to spay or neuter your pets, as well as any strays that can be caught.
The second state is simply so that they convince humans to be their servants.

Until they see a small bird or rodent and they immediately switch to murder mode.
I have a cat with actual brain damage, a clouded eye, and a lazy eye. She can't see for shit and she is not very smart, but she is a murder machine and will catch anything that jingles.

Most cats are idiots most of the time. Some cats are idiots some of the time. No cat is never an idiot.
They're great rodent murder machines but they're a bit buggy
