Neon RGB with lots of tricks feels very San Francisco RUSH 2049/Nitronic Rush/Distance. Take a look at those. If it’s not them, let me know how they differ. Racing games are my jam, so I should be able to help you track this down.
Was also going to mention Distance and Blur, but Blur is more like neon-colored Mario Kart, but with real cars.
Nitronic Rush? I remember reading Distance was a spiritual successor to it, and wikipedia backs up that thougbt
unfortunately its none of those even in the comments but I remembered a few stuff like it having somewhat realistic/futuristic cars but they looked like race cars you had these tracks where you suddenly switched from in the middle of them or randomly I think this is one of those games that might be there but no one remembers it enough I just wish I could remember more
Wipeout, Trackmania, Rollcage.. none of those fit your description exactly but can't think of anything else right now
Kinda want to say Nitronic Rush, but there weren't any other cars in that.
Maybe one of the Asphalt games?
I'm still looking around, but maybe sonic and Sega all stars or things on wheels?
Do you remember what platform(s) it was on? There are a bunch of games that come to mind but none of them have everything you've mentioned.

Trackmania?
It sounds a bit like TM Turbo with the neon aesthetic, but it doesn't have collisions with other cars.
Megarace?
One of the Midnight Club games, by chance?
