Does "civic engagement" mean anything other than "voter turnout" in this article? I'm reading through and it seems like they keep saying "civic engagement" because it sounds nicer than "Tim Walz wants more people to vote".

It would be nice to see that be more than a footnote at the end. Here's one of the authors, so maybe it's more of a "baby steps first" approach:
