MADISON, Wis. (AP) — U.S. wildlife officials announced a decision Tuesday to extend federal protections to monarch butterflies after years of warnings from environmentalists that populations are shrinking and the beloved pollinator may not survive climate change.

The U.S. Fish and Wildlife Service plans to add the butterfly to the threatened species list by the end of next year following an extensive public comment period.

“The iconic monarch butterfly is cherished across North America, captivating children and adults throughout its fascinating life cycle,” U.S. Fish and Wildlife Service Director Martha Williams said in a news release. “Despite its fragility, it is remarkably resilient, like many things in nature when we just give them a chance.”

The Endangered Species Act affords extensive protections to species the wildlife service lists as endangered or threatened. Under the act, it’s illegal to import, export, possess, transport or kill an endangered species. A threatened listing allows for exceptions to those protections.

In the monarch’s case, the proposed listing would generally prohibit anyone from killing or transporting the butterfly. People and farmers could continue to remove milkweed, a key food source for monarch caterpillars, from their gardens, backyards and fields but would be prohibited from making changes to the land that make it permanently unusable for the species. Incidental kills resulting from vehicle strikes would be allowed, people could continue to transport fewer than 250 monarchs and could continue to use them for educational purposes.

“To the Feds, I'll keep this short, because I do respect what you do for our country. To save you a lengthy investigation, I state plainly that I wasn't working with anyone. This was fairly trivial: some elementary social engineering, basic CAD, a lot of patience. The spiral notebook, if present, has some straggling notes and To Do lists that illuminate the gist of it. My tech is pretty locked down because I work in engineering so probably not much info there. I do apologize for any strife of traumas but it had to be done. Frankly, these parasites simply had it coming. A reminder: the US has the #1 most expensive healthcare system in the world, yet we rank roughly #42 in life expectancy. United is the [indecipherable] largest company in the US by market cap, behind only Apple, Google, Walmart. It has grown and grown, but as our life expectancy? No the reality is, these [indecipherable] have simply gotten too powerful, and they continue to abuse our country for immense profit because the American public has allwed them to get away with it. Obviously the problem is more complex, but I do not have space, and frankly I do not pretend to be the most qualified person to lay out the full argument. But many have illuminated the corruption and greed (e.g.: Rosenthal, Moore), decades ago and the problems simply remain. It is not an issue of awareness at this point, but clearly power games at play. Evidently I am the first to face it with such brutal honesty.”

The proposed merger between supermarket giants Kroger and Albertsons floundered on Tuesday after judges overseeing two separate cases both halted the merger.

U.S. District Court Judge Adrienne Nelson issued a preliminary injunction blocking the merger Tuesday after holding a three-week hearing in Portland, Oregon.

Later Tuesday, Judge Marshall Ferguson in Seattle issued a permanent injunction barring the merger in Washington after concluding that it would lessen competition in the state.

Kroger and Albertsons in 2022 proposed what would be the largest grocery store merger in U.S. history. But the Federal Trade Commission sued earlier this year, asking Nelson to block the $24.6 billion deal until an in-house administrative judge at the FTC could consider the merger’s implications.

Nelson agreed to pause the merger.

DAMASCUS, Syria (AP) — Israel carried out a wave of heavy airstrikes across Syria as its troops advanced deeper into the country, a Syrian opposition war monitor said Tuesday, and the Israeli defense minister announced that his forces had destroyed Syria’s navy.

Israel acknowledged pushing into a buffer zone inside Syria following the overthrow of President Bashar Assad. But it remained unclear if Israeli soldiers had gone beyond that area, which was established more than 50 years ago. Israel denied that it was advancing on the Syrian capital of Damascus.

The Israeli military said Tuesday that it carried out more than 350 strikes in Syria over the last 48 hours, hitting “most of the strategic weapons stockpiles” in the country to stop them from falling into the hands of extremists.

The targets included air defense systems, military airfields, missile depots and dozens of weapons production sites in Damascus and other cities. Associated Press reporters in the capital heard heavy airstrikes overnight and into Tuesday morning.

Israeli missile ships also simultaneously struck two Syrian navy facilities, where the military said 15 Syrian naval vessels were docked. Israel did not specify how many vessels it struck, but the private security firm Ambrey said it had seen evidence that at least six Soviet-era missile ships were hit.

Israeli Defense Minister Israel Katz said Israel intended to establish a demilitarized zone in southern Syria.

Speaking at a navy base in Haifa, Katz said the army will create a “defense zone free of weapons and terrorist threats in southern Syria, without a permanent Israeli presence, in order to prevent terrorism in Syria from taking root.”

He gave few details on what that entailed, but warned Syria’s rebels that “whoever follows Assad’s path will end up like Assad. We will not allow an extremist Islamic terrorist entity to act against Israel.” Israel has also long warned that the Syria-Lebanon border could be used to smuggle weapons to Hezbollah militants.

WASHINGTON (AP) — The Biden administration said Tuesday it will recognize and support a new Syrian government that renounces terrorism, destroys chemical weapons stocks and protects the rights of minorities and women.

Secretary of State Antony Blinken said in a statement that the U.S. would work with groups in Syria and regional partners to ensure that the transition from President Bashar Assad’s deposed government runs smoothly.

He was not specific about which groups the U.S. would work with, but the State Department has not ruled out talks with the main Syrian rebel group despite its designation as a terrorist organization.

The qualified pledge of support for a post-Assad Syria comes as the Biden administration targets Islamic State fighters to try to prevent the group from reemerging as an international threat and maintains support for Israel as its forces conduct their own operations inside Syria.

The sudden ouster of Assad has left President Joe Biden’s outgoing administration to delicately maneuver through yet another volatile moment in the Middle East, while President-elect Donald Trump demands that the United States stay out of the fray.

Ahead of Christmas, a pro-Kremlin activist has pushed for Santa Claus to be branded as a "foreign agent" in Russia, according to the Russian outlet Meduza.

Vitaly Borodin, the leader of the Federal Project on Security and Combating Corruption, sent a letter to Russia's Prosecutor General imploring the iconic Christmas figure be designated a "foreign agent" due to his "popularity in 'unfriendly' countries," which use his image to "undermine traditional Christmas values," Meduza said, citing the letter.

Borodin is known for filing police reports against purported enemies of the state, including journalists, singers, songwriters, and even a chocolate manufacturer.

Borodin's concern is not that Santa Claus will overshadow Jesus, but Father Frost, a Russian New Year figure. He is also "outraged by the fact that the American is replacing the image of our traditional Santa Claus, since his recognition is close to 100 percent," according to the Russian outlet Life.

Borodin is not the only one calling for the end of Santa Claus' influence in Russia, as the deputy of the Bryansk regional parliament, Mikhail Ivanov, called for Santa Claus items to be removed from store shelves and replaced with Ded Moroz, also known as Father Frost, and Snegurochka, the daughter of Ded Moroz also known as the Snow Maiden, which are Russian festive cultural figures.

Regarding Santa Claus' growth in terms of popularity, in an interview with the Russian outlet Life, Ivanov said: "Santa Claus has become not so much a symbol of Christmas as a symbol of commerce and mass production. His omnipresence in shop windows is not an accident, but the result of a targeted marketing strategy, from which the true spirit of the holiday is leaving and our values are being destroyed."

He continued: "We need to support domestic manufacturers who create truly high-quality and beautiful holiday attributes that can give a real fairy tale. Let's cleanse the space of foreign symbols together to celebrate the holidays with a real Russian soul. It's time to bring Father Frost back to our homes and hearts! This is the only way we can preserve and pass on to our children the true values and traditions that make our people unique and strong."
